In order to lessen the burden and dilemma of aboriginals when they suffered from accidents, the council will carry on with the “Indigenous Group Accident Insurance”. Period of insurance is from  March 2, 2016 to March 1, 2017. The insured targets are those aboriginals who are at medium-low income, low income and those labors with no military and government insurance, labor insurance, farmer health insurance and fisherman insurance whose age ranges from 15-65 years old. Around 60 thousand people have been insured.

The council said that most of the indigenous people are working in high risk non-technical field like construction and production field, thus they are prone to occupational accidents and tragedy, with the male breadwinner stands majority.  This has caused serious impact to the health and income of the family. After analysis, only 60% of the employed workers make their insurance payment. One of the main reasons for not buying social insurance is that they do not have surplus money for it.

The Council of Indigenous Peoples has started the Indigenous Group Accident Insurance since 2012, with the micro-insurance concept in planning the insured items and the amount of insurance claims not exceeding 300 thousand NTD as a whole. Aboriginals who meet the requirements do not need to pay any insurance fee and transact insurance fee is free of charge as well. When there is any disability and death occurred due to accidents, there is an insurance claim of 15 to 300 thousand NTD as a basic protection.

In order to ensure the aboriginals have better understanding on “Indigenous Group Accident Insurance”, the council conducted the first briefing seminar on related topics on February 3, 2016. The seminar was attended by all the related personnel from city governments (include municipality and the island districts) and indigenous area (town, city, district) offices. Starting from March, indigenous area (town, city, and district) offices as well as the city government of North, Central, South and East areas will each organized one regional propaganda seminar.

In order to help the people in applying for claims, the council has set up a committee team of the indigenous administration unit in the indigenous area (town, metropolis, and district) offices and every municipality, city governments to afford assistance to public during the claim application process.

The council hopes that the program of Indigenous Group Accident Insurance can help the aboriginals who are of economic disadvantaged to maintain the basic financial security and assist the family in overcoming the crisis and adversity when they sustained from accidents
