The Council of Indigenous Peoples (CIP) Implements the Revised Regulations for the Implementation of the Logging Ban Compensation for Lands Reserved for Indigenous Peoples, and Officially Launches the Map System to Better Safeguard Indigenous Rights and Interests

The Council of Indigenous Peoples, in accordance with Article 4, Paragraph 4 of the Logging Ban Compensation for Lands Reserved for Indigenous Peoples Act, jointly revised and promulgated the Regulations for the Implementation of the Logging Ban Compensation for Lands Reserved for Indigenous Peoples with the Ministry of Agriculture on January 8, 2024. These regulations specify the criteria for determining logging ban compensation, processing periods for various responsible agencies, and applicants' relief procedures.

The key points of the revised Regulations for the Implementation of the Logging Ban Compensation for Lands Reserved for Indigenous Peoples are as follows:

  1. Criteria for Determining Logging Ban Compensation: Negative areas for logging ban deduction include buildings, numbered roads, and agricultural roads paved with cement or asphalt concrete, and the terminology for bamboo and wood coverage rates are defined.
  2. Processing Periods for Various Responsibilities Agencies: Based on the principles of legal clarity, administrative openness, and transparency, the application period is set from January 1 to April 30 of each year, with compensation to be disbursed by September 30.
  3. Applicants' Relief Procedures: Additional provisions require that both the initial review results by the receiving agency and the inspection results by the local enforcement agency must follow administrative procedural instructions for relief channels, ensuring the improvement of indigenous rights in the application process.

In addition, the CIP has completed the establishment of the "Public Information Zone for Logging Ban for Lands Reserved for Indigenous Peoples" launched on January 1, 2024. Through satellite imagery and professional image processing to assist in interpreting the compensation criteria, the system reduces the risk of on-site inspections for inspection personnel to protect health and safety. An electronic management and acceptance system has been established to enhance the efficiency of administrative agency case management and provide indigenous peoples with real-time online progress tracking and application functions, achieving the goals of government information openness, transparency, and simplification, as well as convenience for the general public.
