I.Administration Outlines
1.Protecting indigenous rights and connecting with the world Progressively implement substantial indigenous autonomy and realize indigenous rights and their connection with the world.
(1)Promote the legislation of indigenous autonomy, including financial self-determination, land disposition, and standing organization planning.
(2)Empower tribal public institutions for tribal councils to determine tribal affairs or exercise the right of consent.
(3)Regularly review the status of human rights of indigenous peoples in Taiwan and establish related laws, regulations, and policies based on the spirit of the United Nations Declaration on the Rights of Indigenous Peoples. Also, include the Declaration’s spirit in other measures and promote international cooperation.
(4)Strengthen the support networks between indigenous peoples in the urban and rural areas and create opportunities for fair development.
2.Protecting the right of indigenous languages, cultures, education, and media
(1)Establish an indigenous education system and maintain the indigenous languages, cultures, and media
1)Protect the development of indigenous languages and develop energy for the bottom-up revitalization of indigenous languages. Actively develop talents for revitalization of endangered languages and strengthen the environment for using indigenous languages. Revitalize the languages and cultures of plains indigenous peoples.
2)Develop and promote the official curriculum for indigenous education and promote the indigenous education system with indigenous cultures as the subject matter. Build a smart environment with digital infrastructure for building digital tribes to realize fair digital opportunities.
3)Strengthen the preservation of indigenous cultural heritage. Promote indigenous cultures, arts, and literature. Plan and establish indigenous museums, strive to add Taiwan Indigenous Television to the available digital TV channels to protect the TV rights of indigenous peoples.
(2)Implement the rights of traditional knowledge and intangible cultural heritage of indigenous peoples and promote the expression of indigenous cultures
1)Promote and improve the inter-sector professional guidance of local museums of indigenous cultures (artifacts). Improve the expertise on the cultural vision of artifact development and exhibitions, and protect the traditional knowledge and intangible cultural heritage of indigenous peoples.
2)Establish a national-level indigenous music and dance troupe to develop professionals and strengthen the music and dance culture. Research and promote indigenous music and dance and produce performances. Additionally, link Austronesian peoples with music and dance.
3)Preserve and maintain indigenous cultural heritage: Implement the preservation, maintenance, and revitalization of indigenous artifacts, historical materials, music and dance culture, and traditional architecture and craft at the Taiwan Indigenous Culture Park to strengthen the park’s outdoor museum function.
3.Optimizing the indigenous social security system Promote indigenous social welfare, value indigenous health, and protect indigenous employment rights.
(1)Establish a cross-ministerial collaboration platform to promote long-term care in indigenous areas. Develop health and social welfare policies with indigenous people as the subject matter. Subsidize the National Health Insurance premium of indigenous peoples with financial difficulty. Promote heath care for indigenous culture and Forward-Looking Infrastructure: Friendly Space Rehabilitation of Cultural Health Integrated Service Points and Indigenous Traditional Knowledge Revitalization Plan, and protect the indigenous right of health.
(2)Adopt long-term employment stability guidance measures and implement the indigenous employment plan. Amend the Indigenous Peoples Employment Rights Protection Act and increase indigenous job opportunities. Provide professional employment services and vocational training, encourage indigenous peoples to get professional licenses/certificates, and assist with employment stability.
(3)Subsidize emergency assistance for indigenous peoples and release the indigenous people's payment of National Pension, protect indigenous economic security, and maintain their right to life. Promote the indigenous family service center and optimize the indigenous welfare service delivery system. Develop a workforce for indigenous social work, promote the professional system for indigenous social work, and develop channels for promoting comprehensive welfare information.
4.Building an industrial and economic environment favoring indigenous peoples and promoting economic development Start sustainable indigenous economic development
(1)Actively guide indigenous peoples or tribes to acquire “exclusive rights of intellectual creations” for different forms of traditional intellectual creations for the legal protection for the comprehensive achievements and expressions of indigenous cultures, and assist ethnic groups or tribes to make income from licensing for use in the preservation and promotion of traditional cultures.
(2)Based on regional and ethnic cultural characteristics, integrate indigenous knowledge to develop the creative economy, and build demo highlights of indigenous industries. Develop products and services for citizens to experience indigenous cultures, promote the reformation of traditional industries, create tribal value, and increase the economic income of indigenous peoples. Create tribal-styled new micro collaborative industries, build industry operations and marketing platforms, create local job opportunities. Develop young indigenous operational, marketing, and management talents, integrate regional industrial promotion, improve the soft power of indigenous industries, and create the youth hometown employment platform.
(3)Create and revitalize the Indigenous Peoples’ Comprehensive Development Fund. Develop project loans, micro insurance, and financial guidance systems meeting the financial needs of indigenous peoples to assist indigenous peoples in industry development through policy investment. Based on the specialty of indigenous industries, shape exclusive innovation and incubation systems to effectively promote sustainable industry development, financial self-determination, and innovation development of indigenous peoples.
5.Promoting tribal development and building a safe hometown Accelerate infrastructure for indigenous peoples to improve their living quality
(1)To improve the quality of the living environment and living standards of indigenous peoples, realize the right to health of indigenous peoples, shorten the health divide between indigenous peoples and other nationals, enhance the development of indigenous areas, accelerate the construction of transportation infrastructure in indigenous areas, strengthen the overall transportation value of indigenous areas with their specific cultural and industrial resources, create and invigorate industry and tourism, and raise economic value.
(2)Based on the financial conditions of indigenous peoples, provide multi-housing services and measures, promote indigenous housing culture development, and realize the indigenous right of housing to achieve social security, living security, and housing security.
6.Protecting the land rights of indigenous peoples Restore the land rights of indigenous people and facilitate the reasonable use of land reserved for indigenous peoples
(1)Promote the restoration of the rights of land reserved for indigenous peoples, and guide indigenous peoples to register ownership rights, farming rights, agriculture rights, and the right of superficies.
(2)Continue to promote the legislation of the Indigenous People’s Land and Sea Act (Draft) to protect the land rights of indigenous peoples.
(3)Investigate and determine the traditional territorial land, make preparations for the legislation of the “Act”, such as the delineation of the traditional territorial land of indigenous peoples, to protect the rights and interests of the traditional territorial land of indigenous peoples.
(4)Enforce actions against the illegal use of land reserved for indigenous peoples and the Land Usability Setting and Adjustment Plan to settle land of excessive use and strengthen national land preservation, and promote land use according to suitability adjustment based on usability settings.
(5)Promote the zoning, correction, and classification of land reserved for indigenous peoples to exonerate the housing justice deserved by indigenous peoples.
(6)Establish the indigenous peoples special district plan and land and sea use control mechanisms and include them in the national spatial planning for the reference of national land planning of municipal and county (city) governments to promote the reasonable and legal use and protect the rights and benefits of land reserved for indigenous peoples.
