Promote President Administration blueprint of innovation, employment and distribution to resolve uneven resource distribution

According to the poll released by Taiwan Thinktank on July 30, President Tsai Ing-Wen will express apologies to indigenous peoples on August 1. From the poll, 43.8% people think that resolving the problem of uneven resource distribution should be the top issue mentioned by President Tsai during her apologies, while for indigenous people, 41.3% of them think the same.

Council of Indigenous Peoples will continue to promote project of indigenous peoples employment, plan on revising articles in Indigenous Peoples Employment Rights Protection Act, implement Protection Act for the Traditional Intellectual Creations of Indigenous Peoples and its subsidiary laws and implement the 4-year plan of economic industry development for indigenous peoples. Also with financial policy as methods, Council of indigenous people will support independent and innovative development of indigenous industry for creating tens of thousands of job opportunities to initiate a new development mode of sustainable economy and resolve the uneven distribution problem.

Council of Indigenous Peoples has invested relative resources and implemented measures as follows: improving the national health insurance covering rate of indigenous people, which is 99.4% of actual insurance covering in first season of 2016. For these tribes which are not easy to be covered by welfare resources, the Council assisted local governments to establish 58 indigenous peoples and family service centers and 121 Tribal Culture Health Stations; the uneven resource distribution of Long-Term Care for indigenous people will be improved through the 10-year plan of Long-term care 2.0 which expand its covering to all disable indigenous people over age of 70  to resolve the imbalance health care and community care problems.

Council of Indigenous Peoples through resolution makes revision in Regulations for Revenues, Expenditures, Safeguard and Utilization of the Comprehensive Development Fund for Indigenous Peoples to add an item of supporting local governments to establish social housing for indigenous peoples in fund uses. Ministry of the interior will use housing fund to assist local government to establish social housing specified for indigenous peoples and create opportunities for indigenous people living in social housing and public housing to resolve the uneven distribution problems in housing resource for indigenous peoples.

Finally the chairman of Council of Indigenous People, Icyang Parod pointed out that, at the division meeting of inter-organizational negotiation conference held by Lin, Wan-I, the councilor of Execution Yuan, in regard to 9 propositions about indigenous peoples policy proposed by President Tsai, Ing-Wen, 32 policies and 80 work items have been approved to make arrangement of 23 divisions of central and local governments and their estimated completion period. In the future the integration of organizations and local governments will continue to promote, with policy implementation, to achieve the commitment to indigenous peoples from the President and resolve the uneven resource distribution issues.
